He issued the order Tuesday to help with the completion of infrastructure projects throughout North Dakota, including the new Williston airport.
He rescinded it Thursday, after "subsequent guidance from the Federal Motor Carrier Safety Administration raised questions about the interpretation of U.S. Department of Transportation regulations cited in the order," his office said.
Late-spring and early summer flooding throughout the Midwest has impacted delivery of some building materials, including cement and fly ash, according to Burgum.
