A Bismarck man has been charged with solicitation of a minor and exposing himself to an 8-year-old girl.
Richard Earl Scott, 48, has been charged with one count of solicitation of a minor, indecent exposure and child neglect. He had a preliminary hearing in court on Friday, where a judge set his bond at $10,000.
In March, a Burleigh County Social Services employee spoke with an 8-year-old girl, who said Scott had exposed himself to her last summer, according to court documents.
A Bismarck Police officer and the social services employee then spoke with Dawn Alkhafaji, 44, of Bismarck, about the girl's allegations. Alkhafaji allegedly told police that she didn't believe this happened and made statements about how "drunk" people say stupid things and police said she was uncooperative. She denied that Scott ever made sexual comments to the girl, but told police Scott would no longer be allowed in her home.
Police said Scott has a history of alcoholism, suicidal tendencies and aggressive and violent behavior in separate incidents that span from September to March.
Alkhafaji has been charged with one count of child neglect.
