Lawrence Klemin says he's seen drivers sending text messages when they should be watching the road.
Now the Bismarck state representative has introduced legislation to ban "driving while texting." Offenders would have to pay a $100 fine and get a two-point driver's license penalty.
Klemin says the bill is aimed at any driver who uses a wireless device to send a text message or e-mail. It does not ban talking on a cell phone.
Klemin says the law is patterned after a similar ban in Minnesota that took effect last year. A three-time offender could be hit with a year's suspension of driving privileges.
