BISMARCK, N.D. _ A petition for a proposed ballot measure on parental rights has been approved for circulation, the North Dakota secretary of state’s office said Tuesday.
Proponents of the measure have one year to collect 13,452 legitimate signatures for the initiated measure to be placed on the ballot.
If an adequate number of signatures are turned in by March 12, the measure can be on the June 10, 2014, ballot. If the signatures are turned in after March 12 but before June 18, the measure can appear on the Nov. 4, 2014, ballot.
The ballot language says the measure would change state law to give both parents equal parental rights and responsibilities in child custody cases — unless a clear and convincing case can be made against a parent’s fitness.
