A homeless Bismarck woman is accused of failing to provide basic necessities and medical care for her children.
Ruthann Janeen Mountain, 34, was charged Thursday with three counts of Class C felony child abuse or neglect.
South Central District Judge Bruce Haskell set bond for Mountain at $5,000 cash and prohibited her from having contact with the children unless authorized by Burleigh County Social Services.
According to an affidavit from Bismarck Police Officer Jessica Helgeson, a woman in the apartment building at 209 E. Bismarck Expressway called police at 6:47 p.m. Wednesday to report Mountain had left three children, ages 7, 3 and 1, with her. The woman said Mountain is homeless and has been living in the hallway of the apartment building. The children never change clothes, never bathe and don’t eat, the woman reported.
Helgeson wrote that the woman also said the oldest child hasn’t been in school since November, the middle child was running a fever and all three children were treated for lice on Jan. 2.
The children were taken to St. Alexius Medical Center, and officers learned that the middle child was supposed to be on antibiotics for a bladder infection discovered on Jan. 2, Helgeson wrote. The affidavit said the child had not been given the antibiotics, and the infection had spread to her kidneys.
