Gov. John Hoeven is outlining a plan for tax relief and education funding reform.
Hoeven says his plan would provide $300 million in direct property tax relief. He says it would increase the state's share of education funding and decrease local property taxes.
Hoeven says the idea would lower state income tax rates by an average of 14 to 15 percent.
Hoeven says the state's thriving economy and growing revenue allows for what he calls a "bold plan."
