called for the PUBIIC HEARING on
ordinance 6299 relating to asphalt
and concrete production facilities. The
Planning and Zoning Commission
recommends approval. No members
of the public appeared for comment.

approve ordinance 6299 as presented.
Commissioner Guy seconded the motion.
Upon a roll call vote, all voted aye. M/C
7. The Commission President called for
the PUBLIC HEARING on ordinance
6300 relating to the provisions for
setbacks from non-conforming residential
structures. The Planning and Zoning
Commission recommends approval. No
members of the public appeared for
comment. Commissioner Askvig moved
to approve ordinance 6300 as presented.
Commissioner Marquardt seconded the
motion. Upon a roll call vote, all voted

Director of Business Development
addressed the commission to discuss the
request from the ND Safety Council for
a Flex PACE program interest buy down
through the Vision Fund Committee.
Commissioner Askvig moved to approve
the full application for ND Safety
Council as presented. Commissioner
Guy seconded the motion. Upon a roll
call vote, all voted aye. M/C 9. The
commission considered the request
for approval from the Renaissance
Zone Authority for the designation as
a Renaissance Zone Lease project for
the property at 101 North 5th Street
for Kenny Howard. The Renaissance
Zone Authority recommends approval.
Commissioner Askvig moved to approve
the request as presented. Commissioner
Guy seconded the motion. Upon a roll
call vote, all voted aye. M/C 10.The
commission considered the request
from the Engineering Department for
per mission to apply for a Federal
Highway Administration Automated Traffic
Signal Performance Measured Grant
Commissioner Askvig moved to approve
the request as presented. Commissioner
Guy seconded the motion. Upon a roll
call vote, all voted aye. M/C 11.The
commission considered the request
for approval from the Engineering
Department for the bid award for the
Pedestrian Countdown Head and Law
Enforcement Confirmation Lights project
through the NDDOT. The low bid was
submitted by Strata Cor poration in
the amount of $476,355 with the city
share will be $49,347.26. Commissioner
Askvig moved to award the bid to Strata
Corporation as presented, seconded
by Commissioner Guy. Upon a roll
call vote, all voted aye. M/C 12. The
commission to discuss the selection
committee’s recommendation to hire KLJ
for engineering consultant services and
approval of North Dakota Department of
Transportation Construction engineering
ser vices agreement for City Wide
Traffic Signal Safety Project (HC110).
Commissioner Askvig moved to approve
the request as presented. Commissioner
Oban seconded the motion. Upon a roll
call vote, all voted aye. M/C 13. The
commission considered the request from
the Engineering Department to transfer
excess matching funds, $32,000 from
Citywide Traffic Signal Upgrades (HC110)
to Miriam Avenue Fire Station project for
traffic signal upgrades. Commissioner
Marquardt moved to approve the
request as presented. Commissioner
Askvig seconded the motion. Upon a
roll call vote, all voted aye. M/C 14. The
Commissio discussed the funding options
for the Homeless Sheltering Services
provided by the Budget Committee.
Having completed the items on the
agenda, President Seminary asked if
there was any further business for this
meeting.
